Northern and Aboriginal Crime Prevention Fund (NACPF)

The Northern and Aboriginal Crime Prevention Fund (NACPF) assists communities experiencing multiple risk factors and other challenges that affect their ability to respond to crime issues, such as remote geographical location and limited capacity. It achieves this by providing time-limited funding to support culturally sensitive initiatives that foster the development and implementation of crime prevention approaches in Aboriginal communities, both on-and off-reserve and in the North. In addition, it assists building the knowledge and capacity required to develop or adapt culturally sensitive, effective ways to prevent crime.

Objectives:

In order to effect positive changes in risk and protective factors and foster crime prevention in Northern and Aboriginal communities, the NACPF will support:

  • the adaptation, development and implementation of innovative and promising culturally sensitive crime prevention practices which address known risk and protective factors to reduce offending among at-risk children and youth, and high risk offenders in communities;
  • the dissemination of knowledge and the development of tools and resources for Aboriginal and northern populations;
  • capacity building as a means to explore ways to develop or implement culturally sensitive crime prevention practices among Aboriginal and northern populations.

Outcomes:

Short term outcome:

  • Increased knowledge of crime prevention resources, tools and best practices and their application to crime prevention initiatives

Intermediate outcomes:

  • Increased skills to adapt and/or deliver effective crime prevention practices

Longer term outcome:

  • Increased programming and support for the target population
  • Targeted populations are reached through supports and interventions

Ultimate outcome: Reduced offending among identified populations

Project evaluation

Evaluation is a key activity in the implementation of the National Crime Prevention Strategy. In addition to the regular monitoring and reporting required of all funded projects, the NCPC supports robust and rigorous evaluation of selected projects or groups of projects. The NCPC provides assistance to develop evaluation plans that are appropriate to the type of project being undertaken.

The results of project evaluations contribute to building the evidence and knowledge about effective crime prevention. Through project evaluations, the NCPC identifies promising and innovative crime prevention practices and approaches. The dissemination of knowledge obtained from evaluation results enables Canadian communities, policy-makers and program designers to develop more effective crime prevention initiatives, locally and nationally.
