Résumé

The book examines the how support for liberal ideas of justice are being undermined by the requirements of security. There is increasing demand to bring those who threaten our security to justice, but both ‘security’ and ‘justice’ have lost half their traditional connotations. Security is increasingly equated to security of the person and possessions from violations by other people. Being secure in one’s freedoms and being secure from government surveillance and restriction are elements of security which are downgraded. Justice has come to be almost synonymous with punishment, and the aspect of justice that involves taking responsibility for the person who is brought before the court, the Other who is the object on whom state power is brought to bear – justice as alternity – is almost disappearing.
Liberalism’s capacity to balance individual rights and responsibilities to community, and to provide justice to different groups of people have also been challenged by feminists, communitarians, and postmodernists. Part II of the book looks at some ideas and practices – restorative justice, the model of discursive justice developed by Jurgen Habermas, human rights – that can seen either as resources for reconstructing the theories and institutions of justice, or as glimpses of new and emerging forms of justice.
