• Pole-mounted lighting (where supporting infrastructure is already in place)

• Wall-mounted fixtures (wall packs)

Funding limits

• Parking lot fixtures: Up to $2,500 per pole (materials only). Pole-mounted lighting may be considered within 150 feet of the applicant's building. Labour and installation costs may be funded up to 40% of the total fixture cost and are limited to basic installation activities required to mount the fixture and connect it to existing electrical infrastructure
• Floodlights: up to $150 per unit
• Wall packs: up to $250 per unit

  • LCD Video Walls: up to $700 per square foot

Doors and window reinforcements

Doors

Security-grade metal exterior doors.

Up to $2,500 per door.

• Ballistic-grade doors

Additional considerations

Roll-down doors, accordion doors, interior reinforced doors, and ballistic-grade doors are generally not supported. In exceptional circumstances, these measures may be considered where there is evidence of a persistent, targeted, and site-specific threat that cannot be adequately addressed through other eligible security measures. Applicants will be required to provide documented evidence, such as a recent serious violent incident, repeated targeted attacks, or credible threats directed at the project site.

Window reinforcements

Eligible activities

• 15-mil security film (exterior windows only)
• Polycarbonate or acrylic panels (not to be used in conjunction with window film)

Funding limits

• Security window film: up to $15 per square foot
• Roller shutters: up to $2,000 per unit
• Reinforced panels (UL 752 Levels 1–3): up to $30 per square foot

• Rock glass and similar impact-resistant security laminates

Additional considerations

Enhanced materials (e.g., ballistic film, roller shutters, reinforced panels) are generally not eligible but may be considered where justified by the security needs of the project site. Requests are assessed on a case-by-case basis, considering factors such as the identified threat, site vulnerabilities, occupant safety, and CPTED principles. Additional supporting documentation may be required.

Fire monitoring

Security-related minor renovations

Eligible activities

• Minor non-structural reconfiguration of interior spaces for security purposes (e.g., improving visibility or separating access areas)
• Vestibules used as monitored intake or check-in areas that support a controlled-access strategy

Funding limits

• Minor non-structural reconfiguration: up to $7,500
• Vestibules:
  • The number of entry points eligible for funding will be based on applicable building and fire code requirements and the security needs of the site
    • Single entry point (1 set of double doors / 2 doors total): up to $25,000
    • Double entry point (2 sets of double doors / 4 doors total): up to $33,000
    • Triple Entry Point (3 sets of double doors / 6 doors total): up to $41,000
• Funding limits are intended to support a basic vestibule structure and the security enhancements required to operate a controlled-access entry point

Not Eligible

• Structural construction or building expansion
• General renovations not directly linked to security
• HVAC/AC systems
• Energy-efficiency or modernization upgrades
• Decorative or aesthetic improvements
• Security offices, huts, or desks
• Flooring, painting, millwork, or other building improvements that do not directly support the security purpose of the renovation

Landscaping

CPTED-based landscaping (assessment required)

Eligible activities

Cutting, trimming, or removing vegetation to improve visibility and reduce concealment risks, as identified through a security assessment.

Funding limits

Basic modifications

• Up to $1,500
• Pruning and tree trimming: up to $100 per hour
• Removal of bushes around windows, entryways, and building perimeters: up to $800

Mid-range modifications

Tactile borders: up to $2,000 for defensive or thorny vegetation.

Not eligible

• General landscaping or beautification
• Planting, irrigation, or decorative features not supported by a CPTED/security assessment
• Hardscaping unrelated to visibility or access control
• Land leveling, grading, or site preparation for construction or installation of other equipment
• Support communication among security personnel assigned to an eligible event, venue, or site
• Are proportional to the number of security personnel deployed

Security assessments and planning

Eligible activities

• Security (vulnerability) assessments
• Security plans and protocols
• Emergency contingency plans
• Evacuation and shelter-in-place plans

Funding limits

• Small sites: up to $5,000
• Larger or more complex sites: up to $10,000

Additional requirements

• Planning activities are to be delivered by qualified individuals with relevant certifications, credentials, or professional experience.
• Planning activities should be directly related to improving the security of the project site and addressing identified risks and vulnerabilities

Not eligible

• Development of standard operating procedures (SOPs) or internal policies
• General emergency preparedness activities not directly related to security

Security and equipment training

Eligible activities

• Pre-developed security training (on-site or online)
• Training on the use of newly installed equipment
• Supplementary training activities (e.g., First Aid, mental health awareness, self-defence) may be eligible where they form part of a broader training curriculum related to security or incident response

Funding limits

Up to $200 per participant per training course.

Additional requirements

• Training needs to support the organization's ability to respond to hate-motivated incidents and align with program objectives
• Training is to be delivered by qualified individuals with relevant experience, certifications, or credentials

Not eligible

• Development of new training programs
• General onboarding or non-security training
• Security guard training
• Stand-alone supplementary training, including:
  • First Aid
  • Mental health awareness
  • Self-defense

Private security (licensed)

Eligible activities

• Provincially licensed security guards
• Security vehicles (where justified)

Security personnel may be eligible where there is a demonstrated risk of hate-motivated incidents or crimes and community members are expected to be present. Eligible activities may include:

• Recurring community gatherings or services requiring additional security due to an identified elevated risk
• One-time events with a higher-risk profile (e.g., religious holidays, commemorative events, anniversaries of attacks, or events occurring in the aftermath of a hate-motivated incident)
• Publicly accessible community or cultural events
• Time-limited events held at monuments, memorials, or commemorative sites where there is a demonstrated risk of a hate-motivated incident or crime

Funding limits

• Up to $31.50/hour
  • One (1) security guard or paid-duty police officer per 1,000 square feet; or
  • One (1) security guard or paid-duty police officer per 100 attendees
• Security vehicles: up to $25/hour per vehicle for:
  • Events with more than 1,000 attendees
  • Locations greater than 50,000 square feet; or
  • Severe weather conditions
• Limited to one (1) vehicle per 4–6 security guards
• Specialized or supervisory roles may be funded only at standard security personnel rates

Additional Requirements

• All security personnel and security companies must be licensed in accordance with applicable provincial requirements
• Security personnel need to support an eligible gathering, event, or activity
• Security vehicle requests need to be justified based on site size or operational requirements
• Security personnel supporting time-limited events held at monuments or memorials, such as commemorative ceremonies, anniversaries, unveilings, or remembrance events

Not eligible

• Security consultants
• K9 units
• Private events (e.g., weddings, private celebrations, funerals, dinners, private parties)
• Unlicensed security companies or personnel
• Routine driving between locations
• Administrative errands
• Parking or traffic direction
• Deployments intended solely to provide a visible presence without an identified security need

Paid-duty police

Eligible activities

• Paid-duty local police officers
• Police vehicles (where justified)

Paid-duty police officers may be considered where there is a demonstrated risk of a hate-motivated incident or crime and community members are expected to be present. Eligible activities may include:

• Recurring community gatherings or services requiring additional security due to an identified elevated risk
• One-time events with a higher-risk profile (e.g., religious holidays, anniversaries of previous attacks, or events occurring in the immediate aftermath of a hate-motivated incident)
• Publicly accessible community or cultural events
• Time-limited events held at monuments, memorials, or commemorative sites where there is a demonstrated risk of a hate-motivated incident or crime

Funding limits

• Funding is based on the fees charged within the applicable jurisdiction
• Administrative fees: up to 15%
• Police vehicles: up to $40/hour per vehicle for:
  • Events with more than 1,000 attendees
  • Locations greater than 50,000 square feet; or
  • Severe weather conditions
• Limited to one (1) vehicle per two (2) paid-duty police officers

Additional Requirements

• Leadership-related costs are only eligible where required by the policies of the police service having jurisdiction
• Vehicle requests are eligible when they support an eligible deployment of paid-duty police officers
