Community Officers (Synopsis)

Description: Since 2007, the Service de police de la Ville de Montréal has employed civilian community officers in nine community police stations, to improve community safety and ease the burden on police.
Objective: This initiative has several objectives:
  • analyze community safety issues in depth, in consultation with the police, community partners and citizens, and identify better approaches to situations that would otherwise worsen or require multiple police interventions;
  • improve coordination among community safety partners; and
  • strengthen community trust in the police service.
Outcomes: According to an internal evaluation, the community officers have increased the police service’s capacity to better address community issues. This in turn has lightened the workload for police officers. Community officers have enhanced trust levels between the police, citizens and community organizations, and there is better coordination of efforts among community safety partners.
Resources: The estimated cost to hire nine community officers for 2013 is $900,600.
