Strategic Policing Partnership—Resource Review (Synopsis)

Description: In response to the rising cost of policing and the need to ensure value for money and effective use of resources, the Yukon Department of Justice and Royal Canadian Mounted Police (RCMP) ‘M’ Division began a resource review of policing in the Yukon in the fall of 2012. The review will examine alternative service delivery models in isolated and remote communities, both inside and outside of Canada. It will look at the resource implications of both current and alternative models. The review will assess the sustainability of current policing resources and identify opportunities for long-term, proactive planning and cost-containment. It will also identify and address barriers to efficient and effective service delivery.

The Resource Review will be implemented in four phases:

  • Phase 1: environmental scanning (academic researcher)


  • Phase 2: baseline resource analysis (‘E’ Division field consultant and Department of Justice)


  • Phase 3: service delivery visioning (academic researcher)


  • Phase 4: current activity and resources assessment (organizational efficiency specialist)
Objective: The objectives of the resource review are to assess the resources required in the Yukon for a police force that is responsive to the needs of citizens, and to ensure that police services represent the best value for money and are flexible and innovative in their delivery. Services should maintain established standards and operate in the spirit of the Territorial Police Service Agreement.
Outcomes: Completion of the resource review is targeted for summer of 2013. The review is expected to help ‘M’ Division provide a professional, efficient and effective police service. It is also expected to result in a shared understanding of expectations between the Department of Justice, the RCMP and the citizens of the Yukon. This will ensure a fully informed joint planning process. The review should also improve understanding of division functions and resource levels.
Resources: No significant set-up costs are associated with the initiative other than the human resources required to develop the project. The overall cost of the review is currently not known as the tendering process is currently underway.
