Parliamentary Committee Notes: CSC - Changes in the number of offenders in our custody and price fluctuations
Proposed Response
- The Correctional Service of Canada has sought incremental funding for 2024-2025 to address immediate pressures faced by changes in the number of offenders in our custody and price fluctuations.
- Of the funding to be authorized through the 2024-2025 Fall Supplementary Estimates “B”, $58.1M represents an increase in the Correctional Service of Canada’s voted operating authorities.
- This funding will be used to address pressures facing CSC due to changes in the number of offenders in our custody as well as price changes on specific quasi-statutory items.
- The funding being sought through these Estimates will enable CSC to deliver on its mandate to support public safety through the appropriate care and custody of inmates.
Background
The Quasi-Statutory framework is intended to secure incremental funding for non-discretionary expenditure items to ensure CSC has adequate resources from one year to the next to deliver on its mandate as per the Corrections and Conditional Release Act (CCRA) and Corrections and Conditional Release Regulations (CCRR). This in turn supports public safety through the appropriate care and custody of inmates and eventual reintegration of offenders into the community. It also reduces potential grievances, complaints and litigation through the continued delivery of non-discretionary services/requirements.
The requirements for a quasi-statutory mechanism are founded on the inherent volatility in the number of CSC’s offender population and on the prices for non-discretionary items. With respect to the offender population, forecasts are short/medium term and CSC will return annually via future Quasi-Statutory Requirements submissions with appropriate adjustments. To accommodate for potential anomalies in price fluctuations, CSC uses five years of historical data to inform its future projections.
