Robust and efficient regulations are reviewed periodically and amended as required to align with intended policy objectives, evolving legislation and government priorities.

Narrative

 

The Review will cover both the Controlled Drugs and Substances Act and Cannabis Act Police Enforcement Regulations (PER) as they are intimately related and should provide the same types of exemptions to law enforcement agencies and officers.
In conducting the Regulatory Review, Public Safety Canada will consult with the Drug Advisory Committee of the Canadian Association of Chiefs of Police (CACP), the Organized Crime Committee of the CACP, the Military Police, the Public Prosecution Services of Canada, and other stakeholders as may be required.

As mentioned above, Public Safety Canada will also consider the conclusions of the Cannabis Act Legislative Review Panel’s report expected in the middle of 2023, as well as of the review of the S56 exemption pilot project in British Columbia, also expected to conclude in the middle of 2023.

Rationale Robust and efficient regulations are reviewed periodically and amended as required to align with intended policy objectives, evolving legislation and government priorities.
Narrative/Approach The Regulations Establishing a List of Entities, SOR/2002-284 will be reviewed in 2021 as part of the next evaluation of Canada's anti-money laundering and counter-terrorist financing measures by the Financial Action Task Force (FATF). The FATF conducts peer reviews of each member on an ongoing basis to assess levels of implementation of the FATF Recommendations, providing an in-depth description and analysis of each country's system for preventing criminal abuse of the financial system, including the legislative and regulatory framework. The next FATF assessment will analyse the level of compliance with the FATF 40 Recommendations and the level of effectiveness of Canada's anti-money laundering and counter-terrorist financing system. It will consist of an on-site visit followed by the publication of an evaluation report providing recommendations on how the system could be strengthened.

November 3-20, 2015.

Rationale Robust and efficient regulations are reviewed periodically and amended as required to align with intended policy objectives, evolving legislation and government priorities.
Narrative/Approach Following Royal Assent of Bill C-59, An Act respecting national security matters, in 2019, regulatory amendments are required to enable centralization of passenger screening against the Secure Air Travel Act (SATA) List, including implementation of a passenger unique identifier that can be used to facilitate travellers requiring redress. Review of these proposed new regulations would occur three years after implementation of the new regulatory proposal which is anticipated in 2023 as part of a statutory requirement for a legislative review.
Date of last review or amendment (Year) Regulations under SATA were initially published in 2015 and have been reviewed as part of the current regulatory development pursuant to Bill C-59. This review has also considered recommendations from the Standing Joint Committee on the Scrutiny of Regulations.
